A notification to the Comune for starting certain building works, accompanied by a sworn statement from a qualified technician (like an architect or engineer). The CILA is used for internal renovations and alterations that do not affect structural parts or change the building’s shape or usage category – for example, moving non-structural walls or refurbishing rooms. It’s simpler than a full building permit: work can start upon submission (no need to wait for approval). “Asseverata” means a technician certifies that the works comply with regulations. The CILA process was introduced to streamline minor renovations. Failure to file a CILA (doing works without it) can be an abuso edilizio, but many past omissions were later legalized via late filing (so-called CILA in sanatoria with a fine).
