Oneri di Urbanizzazione (Urbanization Charges)

Fees paid to the Comune by builders or developers as a contribution for public infrastructure when a new construction or major development is approved. There are oneri di urbanizzazione primaria (for roads, water, sewer, etc.) and secondaria (for schools, parks, public buildings). These charges are typically calculated based on the volume or area of the new construction and local parameters. A private individual getting a building permit to significantly extend a house might also pay oneri to offset the impact on local services. When you buy a newly built house, the developer’s selling price has factored in these contributions. Sometimes, if one changes the use of a building (e.g., converting a shop into a residence), oneri might be due to account for different infrastructure needs. Failure to pay oneri can lead to the permit being invalidated or fines. Oneri di urbanizzazione are a key revenue for municipalities to fund public works necessitated by new developments.
